2月25日下(xia)午~26日上午,集團公司利用(yong)兩個半天的時間,組織開展了2019年一季度黨(dang)委(wei)中(zhong)心(xin)組學習集中(zhong)研(yan)討。榮樹(shu)森、閆子才(cai)、梁永興等領導班子成員(yuan)及黨(dang)委(wei)中(zhong)心(xin)組其他成員(yuan)參加集中(zhong)研(yan)討。
根據(ju)集團公司黨委(wei)一(yi)季度中(zhong)心組學習計(ji)劃,在此(ci)前的個人自學環節(jie),中(zhong)心組成(cheng)員(yuan)就規定(ding)學習內容(rong)進行了(le)自學,并做了(le)學習筆記(ji)。
集中(zhong)研(yan)討中(zhong),領導班子成(cheng)員重(zhong)點就“學習宣傳貫(guan)徹黨的(de)(de)十(shi)九(jiu)大(da)(da)精(jing)神,全面推(tui)動(dong)企業不斷做強做優做大(da)(da)”主(zhu)題開展(zhan)專(zhuan)題務(wu)虛(xu)研(yan)討。班子成(cheng)員結(jie)合中(zhong)國(guo)中(zhong)鐵2019年職代會、工(gong)(gong)作(zuo)會精(jing)神,以及(ji)集團公司(si)二屆五次職代會暨2019年工(gong)(gong)作(zuo)會議確定(ding)的(de)(de)“抓機遇強管理控(kong)風險(xian)提質量”中(zhong)心(xin)工(gong)(gong)作(zuo),堅持(chi)務(wu)虛(xu)與務(wu)實相結(jie)合,著力將(jiang)十(shi)九(jiu)大(da)(da)精(jing)神與企業中(zhong)心(xin)工(gong)(gong)作(zuo)融會貫(guan)通(tong)、學用結(jie)合、落(luo)到實處。在(zai)兩個(ge)半天時間里,領導班子成(cheng)員結(jie)合自身(shen)思考,聚焦加快發展(zhan)、高(gao)質量發展(zhan)主(zhu)線,暢(chang)所欲言,逐(zhu)一(yi)闡述了各自的(de)(de)真(zhen)知灼見。
黨(dang)委書記、董事長榮樹(shu)森發(fa)(fa)言指出,今年(nian)要(yao)著(zhu)力(li)從三(san)(san)個方(fang)面下(xia)功夫,充(chong)分(fen)(fen)利用好國(guo)家宏觀(guan)經濟逆周(zhou)期(qi)調整帶(dai)來的(de)企(qi)(qi)(qi)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)“窗口期(qi)”,搶抓機遇(yu),加(jia)快發(fa)(fa)展(zhan)(zhan)(zhan)。一是(shi)下(xia)功夫解決企(qi)(qi)(qi)業(ye)(ye)基礎管理薄弱的(de)問題(ti),矢(shi)志不(bu)(bu)移推(tui)動(dong)企(qi)(qi)(qi)業(ye)(ye)高質量發(fa)(fa)展(zhan)(zhan)(zhan)。最迫切、最根本(ben)的(de)是(shi)切實制(zhi)定(ding)(ding)有效對策,解決好各(ge)類資(zi)源(yuan)要(yao)素、管控手段與企(qi)(qi)(qi)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)速度、質量、規模不(bu)(bu)匹配的(de)瓶頸,否(fou)則稍(shao)不(bu)(bu)留神就會(hui)對企(qi)(qi)(qi)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)帶(dai)來災(zai)難性(xing)的(de)后果(guo)。二是(shi)下(xia)功夫解決發(fa)(fa)展(zhan)(zhan)(zhan)不(bu)(bu)均衡的(de)問題(ti),促進各(ge)單位協調發(fa)(fa)展(zhan)(zhan)(zhan)。國(guo)資(zi)委、股(gu)份公(gong)(gong)司(si)將持續狠抓瘦身(shen)健體(ti)、企(qi)(qi)(qi)業(ye)(ye)壓減,少數年(nian)營業(ye)(ye)收入指標達(da)不(bu)(bu)到(dao)股(gu)份公(gong)(gong)司(si)設(she)(she)定(ding)(ding)考核指標的(de)子分(fen)(fen)公(gong)(gong)司(si)要(yao)充(chong)分(fen)(fen)借(jie)助國(guo)家利用基建(jian)(jian)拉動(dong)內需的(de)“窗口期(qi)”,搶抓發(fa)(fa)展(zhan)(zhan)(zhan)機遇(yu),做大(da)規模;集團公(gong)(gong)司(si)層面也要(yao)給予幫扶,幫助其(qi)找市(shi)場、分(fen)(fen)任務,跟上企(qi)(qi)(qi)業(ye)(ye)整體(ti)發(fa)(fa)展(zhan)(zhan)(zhan)步伐。三(san)(san)是(shi)下(xia)功夫抓好“三(san)(san)大(da)中(zhong)心”建(jian)(jian)設(she)(she),促進企(qi)(qi)(qi)業(ye)(ye)核心競爭力(li)提升。財務共享中(zhong)心、人(ren)才培(pei)訓中(zhong)心、科技創新中(zhong)心“三(san)(san)大(da)中(zhong)心”建(jian)(jian)設(she)(she),是(shi)重(zhong)在(zai)解決企(qi)(qi)(qi)業(ye)(ye)可持續發(fa)(fa)展(zhan)(zhan)(zhan)的(de)根本(ben)問題(ti),要(yao)將其(qi)真正打造成培(pei)育企(qi)(qi)(qi)業(ye)(ye)核心競爭力(li)的(de)戰略高地。
